Mandate According to the Standing Orders of the Council of the Nation, the Committee on Juridical and Administrative Affairs and Human Rights is competent for questions relating to the Council and to the organisation of constitutional powers, public institutions, the legal system of human rights and freedoms, the electoral system, the status of the magistrature, the organisational structure of the judiciary, branches of law, the status of persons and questions relating to administrative affairs, the administrative reform concerning the status of the personnel of the Council of the Nation and the body of general rules governing administrative affairs within the remit of the Council of the Nation, as well as the validation of the mandates of the new members and requests for the lifting of members' parliamentary immunity.
Membership According to the Standing Orders of the Council of the Nation, the Committee has between 15 and 19 members. Any Council member may belong to a standing committee. However, Council members may only belong to a single permanent committee. Seats on permanent committees are divided up among the parliamentary groups according to their representation in Parliament.
Working methods The standing committees are seized by the Council President of any texts within their remit as well as the relevant documents, for examination or advice. When the Council of the Nation is in session, the standing committees are convened by their chairpersons to examine the texts referred to them by the Council President. When the Council is in recess, the permanent committees are convened by the Council President, in connection with their agenda. However, they may not meet when the Council of the Nation is holding its sittings, except to deliberate on questions referred to them by the Council for immediate examination. Debates held and votes taken in the standing committees are only valid if a majority of members are present. If there is no quorum, a second sitting is held within 48 hours. In this case, the vote is deemed valid regardless of the number of members present. Absent members may vote by proxy. In the course of their work, the permanent committees may call on any qualified and experienced persons to assist them in the fulfilment of their duties. Reports on meetings of the permanent committees are drawn up with members' approval and a copy is conveyed to the Bureau of the Council. Committee reports are distributed to the Council members at least 72 hours before a plenary sitting of the committee concerned by the report.
Relations with other parliamentary bodies Any permanent committee may ask the Bureau of the Council of the Nation to submit a text to another permanent committee for advice. In the event that a permanent committee declares itself not competent or in the case of a conflict of competence between two or more committees, the Bureau of the Council of the Nation shall settle the point of contention.
